Citing a delayed birth certificate which was corrected by mistake

I have a delayed birth certificated for my grandfather issued in 1942 with his information.

In the early 1950's, his first cousin who had the same name, same first name of mother, same birth year and month and the day of month different by 15 days, applied for a delayed birth registration and my grandfathers certificate was changed to reflect the new data.  Yes, it is very confusing but it happened.

One certificate and two men but the state of NC will not do anything to correct it.  How do I cite the changes to reflect the incorrect data?  You can see the copy at :  http://www.kinfolkgenealogy.blogspot.com

This is a quirky problem but it entails a solution that fits a wide variety of quirky problems. Just cite the document as though there were no accuracy problems (after all, many documents have inaccuracies). Then discuss the problem, state your correction, and provide the evidence to support the accuracy of your correction.
