Undoubtedly, I'm overthinking this.
EE 12.69 states: "When citing a multivolume work, you should state the total number of volumes immediately after the title."
However, EE 12.74, dealing with multivolume sets with successive authors or editors, allows for leaving out the number of volumes and citing the one and only volume used.
My quandary involves Abby Maria Hemenway's The Vermont Historical Gazetteer: A Magazine, Embracing a History of Each Town, Civil, Ecclesiastical, Biographical and Military.
She ultimately published five volumes. Her sister posthumously published a sixth volume. The book that I wish to cite includes on the title page:
"IN THREE VOLUMES.
"VOLUME I."
My citation currently is:
Abby Maria Hemenway, editor, The Vermont Historical Gazetteer: A Magazine, Embracing a History of Each Town, Civil, Ecclesiastical, Biographical and Military, 5 vols. (Burlington, Vermont: Miss A. M. Hemenway, 1867), 1:869.
Volume 1 is the only volume that I have used. I am showing 5 volumes in the citation because Abby Maria Hemenway herself only published 5 volumes. I am not showing 3 volumes in the citation because I'm thinking that what's on the title page shouldn't affect what's said above in EE.
If you would show a different number of volumes in the citation (or only cite to volume one), I would appreciate your thoughts on the matter. Thanks.

Dennis, your approach works fine. The situation you describe is one we often encounter, when a series by one person is extended by others. You've done just what's needed in these situations: Analyze the overall situation, analyze what you specifically used, and cite what works most clearly.
