When to add "(penned)" after a page number?

Is it proper to use "(penned)" after a page number for any records other than censuses?  Is the sole purpose for doing so in censuses to distinguish between multiple/different page numbers on the same page, such that telling someone in a citation to a town register that has a penned page (and no other page numbers on that same page) unnecessary?

The census record chapter covers this penned vs. stamped issue because the issue is most commonly encountered with census records. However, every issue treated in EE is something that can be encountered in any type of source. With all types of sources, we apply the knowledge we have gained from using other kinds of materials; and, with every source we use, we make all kinds of judgments based upon our accumulated knowledge of common problems and practices.
