Citation Issues

In Evidence Explained (4th edition), a citation involving a URL usually includes the word "accessed" before the date accessed, but sometimes "accessed" is omitted. Example below from 12.9, p. 482. Does this mean the word "accessed" is optional?

I seem to be struggling when documents are not in named databases re: what should be included or is sufficient.

I've crafted this citation for a deed record, but it appears to be a probate records collection, so I'm confused.

I have recently found the nomination forms for the National Register of Historic Places have been digitized and are on NARA's website (They are also on a site from the National Parks Service, but I find the NARA citation to be more straightforward), but I'm still unsure about this citation.

I have not used the manufacturing censuses. I went ahead and copied the information from the "Source Citation" listed at Ancestry for the "citing..." layer.

I am struggling with how exactly to cite this website.

It is a Rockingham County website, but it appears to have a copyright by Tyler Technologies.  Is Tyler the owner of the site or Rockingham County?

When I search for the document, I can see a copy of the original marriage license, but I know that the physical records are kept in the Deed Room at the Rockingham County Circuit Court Clerks Office.

I'm not sure why I'm struggling with the citation for this one so much.

I received a patient summary record for a 2x-great-grandfather's admission to a state hospital, and I've begun to craft the citation:

H. H. Wilkerson patient summary record, case no. 17459, Rusk State Hospital, Rusk, Texas, 14 November 1950; privately held by mbcross.

I left the creator block blank because it would have introduced repetition. Because I received this document via email, would you suggest including a layer for that?

I've crafted this citation for a birth record found in a database on Ancestry. I'm less certain about the "citing..." layer. I will admit that I added Baton Rouge although that was not in Ancestry's information about where it obtained the information.

I am seeking guidance on the proper citation treatment for two digital images of what appears to be the same Québec civil vital register entry, accessed through two different repositories, where the images differ materially.
