Citing Social Security records other than SS-5s and Databases

I recently ordered a copy of an SS-5 (Application for Social Security Number) for my brother who died as an infant. I received a letter advising that there is no SS-5 on file because the SSN was assigned through the "Enumeration at Birth" program. Instead, they provided a certified copy of a computer printout. It's very basic, just has his social security number, date and place of birth, and the date the SSN was established. They refer to this document in the cover letter as a "Numident printout," although it doesn't look like the Numidents I've obtained in the past.

How do I cite this?  EE8 (section 12.51) only references file copies (copies of an actual application form) and online database entries. This doesn't seem to fall under either.

rtkoehler.  Chapter 8 of EE4 covers government records that are formally archived.  What you have is a letter (email?) from the SSA with an attachment from a current database.

This can be handled with EE4's §4.40 "Correspondence" or §4.41 "E-Mail & Instant Messages," both of which follow Template 7. 

In short: cite the letter, following Template 7, and then briefly describe the attachment in the final "descriptor" field.

By any chance, is your brother included in the NUMIDENT files that are online at FamilySearch? If so, a citation to that might be more helpful.
