Citing Historical Aerial Map from a city website

I am not sure if this is correct. I am using aerial maps from 1958 that are on a city website. I have cited the collection (GIS & Data Services, Aerial Imagery & Ground Control Survey) as a chapter and the City of Lubbock as the title.

Lori, you've handled this well. You've cited the database and the website in basic form. City of Lubbock is indeed the website title, the city is also the creator; and so, for a self-titled site, you can eliminate the "creator" field from the citation. The URL takes us to the home page, where we can use the rest of your data to find the exact map easily enough. The map itself has no creator identified and it has not been published as a standalone work, therefore the individual map will not have publication data of the type used in EE3's 12.67-12.68 examples.
