Subsequent (Short) Reference Note

Is the purpose of a short reference note to lead the reader directly to the source or lead the reader to the full reference note? The answer will help me in deciding what to include in a short note/

Lo, let's put it this way: the purpose of a citation is to identify the evidence that supports the claim to which that citation is attached.  The first time we cite a source, we give all essential information—including details that speak to the credibility or weaknesses of that source. Thereafter, we do not have to repeat all the information we included in the first citation; we give basic details in a manner that enables connecting the shortened citation to the full citation.  (EE 2.10, 240–243)
