Article Title for newspaper news briefs

I'm trying to decide how to record the ARTICLE TITLE in a citation for a news brief found in a newspaper. Often briefs are listed under a heading such as "Local News", "Deaths", "About Town" or "Circuit Court".  What follows are usually one paragraph for each reported event.

Should the ARTICLE TITLE be the heading of the column, or the beginning words of the paragraph?

For instance, a weekly column is entitled "LOCAL NEWS, Happenings of Interest in and about Garnett", then many paragraphs down is the paragraph/sentence:

Citing Connecticut Vital Records

Hello all. I'm having a bit of an issue in deciding how to cite Connecticut vital records and thought I'd turn here for some advice. Connecticut is an odd state, in that it's vital record certificates are created by the state, but originals (or at least duplicates) can be acquired from both the state and the town of occurance. That means one can order the same certificates from both the town clerk and the Department of Health. Does that make it a local level certificate or a state level certificate?

Citation Help - French Civil Records

I have been trying to figure out how to cite a French Civil Records (my description) website. The Genealogical Society of Utah microfilmed the records and is/was available to rent. They filmed the registers located in what is now the Basses-Atlantiques region; at the time (1615-1909) it was the Basses-Pyrénées region.

So I am looking at microfilm of a register/book on a website that used Church then Civil records. I'm stuck at which source do I use? I know this is not how the source is, it's my notes for now of where I got the information.

List of Figures

Last query hopefully,  I have read up and now worked out how to do my citations, along with your advice.

At the beginning of the book I have a list of Figures which cover the pictures sourced from documents.

EG  Figure 1:   Picture of what life was like at that time

Is it OK to put the citation for this picture here under Figure 1 in the list or do I still have to put a reference number then the citation at the bottom of that page.

Likewise for Appendix.  I have: Refer to Appendix item .... which gives the reason why this happened

Username error in Forum

In My Account for this site I have made a typing error in my user name, it is not correct.  It should be the same as my signature  which is my proper name.  I cannot see how to change it. Please advise

This is a new world of getting help for me so am not sure what to do but the help is certainly appreciated.

Quoting General History

In a paragraph I have stated something like  During the gold rush days of California, this event occurred... (in brief).  It relates to history which is easy ready online, from libraries and learnt at school.

I have put a superscript reference number at the end of the paragraph.  then as a footnote I put the reference number with the words Source:  Internet research, library books and school history on this topic.

Is this correct or could it be left out.  I cannot put a specific item on the topic as there is mountains of sources for it.

Bibliography, no books used

I have written a family history book which uses copies of, or copied segments of, Birth Death and Marriage Certificates.  These have all been captured as Figures and listed in a List of Illustrations at the front of the book.  I have tried to follow the Chicago Style for citations throughout, especially with in text referencing.  I have an an Appendix where I have evidence articles (from digitised newspaers) itemised, but in text I have put eg Refer Appendix 1 - 1.1 this article explains about why he was in the area on this date.

Level of detail in source list

Dear Editor,

I have a manuscript fully cited and a source list, partially prepared. An issue I am struggling with is that I've cited many census records for several persons, many in different locations. Sometimes I used Ancestry, sometimes FamilySearch, sometimes I found them in a library. These span from 1790 through 1850.
